The Adaptive Kayaking Program Operations Manual is a comprehensive, operations-focused guide for organizations running or developing adaptive kayaking programs for flatwater environments. It is designed to support nonprofits, community-based programs and parks & recreation departments with the planning, structure and practical tools needed to operate safe, inclusive and sustainable programs.

This manual goes beyond general guidance to address the real-world operational considerations of adaptive kayaking — from staffing and supervision models to equipment planning, participant support and day-of-program execution.

Developed by Angle Oar in collaboration with adaptive kayaking programs across North America, the guide reflects years of hands-on experience and lessons learned across diverse program settings, participant populations and operating environments.

This manual is intended for:

  • Community-based nonprofit paddling and adaptive recreation programs

  • Parks & Recreation departments and waterfront managers

  • Adaptive sports organizations operating flatwater programs

  • Program managers, coordinators, and lead staff responsible for safety and operations

While volunteers may find sections informative, this guide is written primarily for program leaders and decision-makers.
